STEEL RIVERS COUNCIL OF GOVERNMENTS
REQUEST FOR PROPOSALS
Notice is hereby given that sealed proposals will be received by the Steel Rivers COG via PennBid at https://pennbid.bonfirehub.com. Bid Proposals will be received until 10:00 am prevailing time on January 29, 2026. At 10:00 am prevailing time, bids will be publicly opened and read immediately thereafter for the following project:
1. Duquesne Street Reconstruction and Lead/Copper Line Inventory & Replacement - FOUR (4) LOCATIONS in the City of Duquesne: Hinnerman Street from Crawford Avenue to Kinsley Avenue, Maryland Avenue from Monterey Street to Mifflin Street, South 5th Street from Kennedy to Priscilla, and South 2nd Street from Kennedy to Camp. Scope of work consists of trenching the current water service lines from the main to the curb, determining the material of the line and replacing lines that are lead, filling trench and restoration of disturbed area, milling remaining road surface, placing binder and wearing courses, keyways, utility adjustment, and associated work. Two CDBG grants and one LSA grant will be funding this project: CD 48-3.10.2/CD 50-7.6e, 2023 LSA
There will be a mandatory pre-bid meeting for both projects on Thursday, January 22, 2026 at 10:00 am at Duquesne City Hall. Separate copies of the Contract Specifications, Instructions to Bidders, General Conditions, Form of Proposal and Agreement can be obtained via PennBid at https://pennbid.bonfirehub.com. Each project proposal shall be uploaded to the PennBid website with all Required Documents completed in full. Proposals to receive consideration must be from contractors authorized to do business in Pennsylvania with a Bid Bond in an amount equal to ten percent (10%) of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will immediately enter into Agreement after the Notice of Award of the Contract and commence start of construction immediately thereafter.
Compliance is required with the Davis-Bacon Act and other Federal Labor Standard Provisions; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Section 109 of the Housing and Community Development Act of 1974; Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses. Further, notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968 (as amended), and must to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business concerns and all contracts and subcontracts for this project shall contain the "Section 3 Clause" as set forth in 24 CFR, Part 135.38. Moreover, compliance is required by the prime contractor and all subcontractors with the document entitled federal General County Conditions that is included with the bid materials furnished, these federal General County Conditions to be incorporated by reference into all construction contracts between operating agency and contractor, contractor and subcontractor(s), and subcontractor(s) and lower tiered subcontractor(s). Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses.
