INVITATION TO BID
SOUTH HILLS AREA COUNCIL OF GOVERNMENTS
Sealed proposals will be received by the South Hills Area Council of Governments (SHACOG), Allegheny County, PA until 11:00 A.M. on Wednesday, May 5, 2021 to be publicly opened and read immediately thereafter for the following projects:
SHACOG Joint Municipal Sewer CIPP Lining Repairs - Year 15
CONTRACT A - SPOT LINING
This project is for all work related to installation of CIPP Spot Lining sewer repairs including, but not limited to: pre and full NASSCO post repair CCTV inspections, heavy cleaning, reinstatement of active service laterals, cutting of protruding taps, bypass pumping, traffic control and resident notification. Participant Municipalities: Borough of Emsworth, Borough of Heidelberg, Borough of Ingram, and the Borough of Mt. Oliver
CONTRACT B - MANHOLE TO MANHOLE LINING
This project is for all work related to the CIPP MH to MH Lining sewer repairs including, but not limited to: pre and full NASSCO post repair CCTV inspections, heavy cleaning, reinstatement of active service laterals, cutting of protruding taps, bypass pumping, traffic control and resident notification. Participant Municipalities: Borough of Emsworth, Borough of Heidelberg, Borough of Jefferson Hills, and the Borough of Mt. Oliver.
All bidders wishing to bid on these projects must be pre-qualified by SHACOG. Copies of specifications may be obtained at the SHACOG office, 2600 Old Greentree Road, Carnegie, PA 15106, 412-429-1130. A non-refundable fee of seventy-five dollars ($75.00) for each set of plans will be required with an additional ten dollars ($10.00) required for each set of plans if they are to be mailed.
Pennsylvania Prevailing Wage rates are required to be paid on these projects.
Proposals must be submitted on the forms provided by SHACOG. Each proposal must be accompanied by a certified check, cashier's check or bid bond in the amount of ten (10) percent of the bid, made payable to SHACOG. All envelopes containing bid proposals must be clearly marked: "Proposal for SHACOG Joint Municipal Sewer CIPP Lining Repairs - Year 15." Proposals should be addressed to Stanley Louis Gorski, Executive Director, SHACOG, 2600 Old Greentree Road, Carnegie, PA 15106.
The proposals must be made to SHACOG, Allegheny County, Pennsylvania, and shall remain firm for a period of ninety (90) days. No bidder may withdraw his proposal during the ninety (90) day period without forfeiting his bid guarantee. SHACOG reserves the right to reject any or all proposals, or any part thereof, for any reason, and reserves the right to waive any informality therein.
