WHEELING AND LAKE ERIE RAILWAY - Contract 1R: MPK-56.39 Bridge Rehabilitation
Sealed bids, addressed to the Wheeling and Lake Erie Railway, 100 1st St. SE, Brewster, OH 44613, and clearly marked with the bidder's name, the contract name, and the words Sealed Bid, will be received until 2:00pm ET on Tuesday, August 5th, 2025, for the rehabilitation of Bridge MP-K56.39 over I-376 in Carnegie, PA. Bids will be opened publicly via Microsoft Teams at that time. Faxed or emailed bids will not be accepted. Work primarily includes structural steel repairs to the steel bent substructure. All work must conform to AREMA, PennDOT BRFPW Supplemental Conditions: Trackwork Construction, and other specified standards. The project is funded by both the Railroad and PennDOT. A mandatory pre-bid conference will be held on Tuesday, July 22nd,2025 at 9:00am ET. Bidders are to meet at W&LE's Rook Yard, 225 Hawthorne Ave, Carnegie, PA. This will be the only showing of the project. Bidders are required to RSVP via email to dbessette@benesch.com. Contractors must provide their own PPE and arrange transportation to the site. Electronic bid documents and plans are available at no cost by emailing Drew Bessette at dbessette@benesch.com. No hard copies will be distributed. 100% Performance and Payment Bonds are required. Railroad Protective Liability Insurance, the PA Prevailing Wage Act, and the PA Steel Products Procurement Act apply. Bidders must have a valid PennDOT VDMU number and FEIN, which must be included on the bid form. The Railroad reserves the right to waive informalities, accept any bid, reject any or all bids, and adjust the scope of work to meet available funds, if deemed in its best interest. Bids must remain valid for 60 days from the date of opening. Award is subject to PennDOT approval.
