Sealed Proposals will be received by the Municipality of Mt Lebanon, 710 Washington Road, 2nd Floor, Mt. Lebanon, PA 15228 until 11:00 AM prevailing time on Tuesday, March 24, 2026 for the following project:
2024-GEDTF-137 RECREATION CENTER SIDEWALK REPLACEMENT 2026
This project includes the removal and replacement of existing bituminous sidewalk and pavers with concrete pavement at the Municipal Recreation Center located at 900 Cedar Boulevard, Mt. Lebanon, PA. The anticipated Commencement of Work is September 14, 2026. All Proposals shall be delivered in a sealed envelope, clearly marked on the outside with the words RECREATION CENTER SIDEWALK REPLACEMENT 2026 to David D. Donnellan, Director of the Recreation Department, Municipal Building, 2nd Floor Managers Office, 710 Washington Road, Pittsburgh, PA 15228 before 11:00 am prevailing time, March 24, 2026 and the same will be publicly opened and read at that time, 11:00 am, at the Municipal Building Commission Chambers. Prevailing wage rates are required to be paid on this project.
Compliance with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran Owed Small Businesses.
Proposals shall be made to The Municipality of Mt. Lebanon, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee.
Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the office of The Gateway Engineers, Inc., 100 McMorris Road, Pittsburgh PA 15205 where sets of said documents may be obtained upon payment of $25.00 per set. No refund will be made for the return of any documents. An additional $10.00 will be required for each set of plans if they are to be mailed. Electronic copies of the Contract Documents will be made available to Bidders at no charge by contacting Alex Landerfield at alanderfield@gatewayengineers.com. Please also direct any question to Alex Landerfield. Proposals must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of The Municipality of Mt. Lebanon in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract. The Municipality retains the right to award Contracts to the lowest responsive, qualified, and responsible Bidder based on consideration of quality of previous work; record of completing projects on time; history of payments to subcontractors and suppliers; maintenance of a permanent place of business; adequacy of equipment and plant to do the work; technical experience; a solid financial base to guarantee contract completion and all other factors deemed relative by the Municipality However, Bidders are advised that the Municipality expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible, responsive and qualified Bidder a contract for all or any portions of the work listed in the Proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed. Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder.
