FOR BIDS
1.1 PROJECT INFORMATION
A. Notice to Bidders: Bidders may submit bids for the project as described in this Document. Submit bids according to the Instructions to Bidders.
B. Project Identification: Wexford Elementary School Roof Replacement.
C. Project Location: Wexford Elementary School, 250 Brown Road, Wexford, PA 15090.
D. Owner: Pine-Richland School District, 702 Warrendale Road, Gibsonia, PA 15044.
E. Architect: Florida Consulting LLC, 1210 Brighton Road, Pittsburgh, PA 15233.
F. Project Description: Work included under this Project consists of approximately 76,000 square feet of roof replacement at the Pine-Richland School District, Wexford Elementary School. Work includes but is not limited to, removal of the existing roof systems, insulation, flashing and edge metal. Installation of insulation assembly, EPDM roof systems, flashings and edge metal as described on the Roof Table on the Drawings. Refer to documents for complete scope of Work.
G. Construction Contract: This project will consist of one contract for all work.
H. Project is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, Act of August 15, 1961, P.L. 987, No. 442, as amended and supplemented.
1.2 BID SUBMITTAL AND OPENING
A. Owner will receive sealed lump sum bids until the bid time and date at the location given below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:
1. Bid Date: January 7, 2026.
2. Bid Time: 1:00 p.m., local time.
3. Location: Pine-Richland School District, 702 Warrendale Road, Gibsonia, PA 15044.
B. Bids must be received by the time and date indicated above and will be thereafter publicly opened and read aloud in the District Administration Office conference room at 702 Warrendale Road, Gibsonia, PA 15044.
C. Sealed bid envelope must be marked:

1.3 BID SECURITY
A. Bid security shall be submitted with each bid in the amount indicated on the Bid Form. No bids may be withdrawn for a period of 60 days after opening of bids, except as permitted by Act 4 of 1974, 73 P.S. § 1601, et. seq. Owner reserves the right to reject any and all bids and to waive informalities and irregularities
1.4 NON-COLLUSION AFFIDAVIT
A. The non-collusion affidavit shall be submitted with each bid using the form contained with the Project Manual.
1.5 PREBID MEETING
A. Prebid Meeting: A Prebid meeting for all bidders will be held at the District Administration Office conference room at 702 Warrendale Road, Gibsonia, PA 15044 on December 16, 2025, at 1:00 p.m., prospective bidders are requested to attend.
B. Project Site Visit: An opportunity to visit the project site roof areas will be provided after the pre-bid meeting. This will be the only opportunity to visit the project site.
1. Attendees shall bring their current, valid, state issued photo identification to the pre-bid meeting.
2. Project site parking and roof access instructions will be provided at the pre-bid meeting.
3. Do not go to the project site without attending the pre-bid meeting.
1.6 DOCUMENTS
A. Procurement and Contracting Documents: Electronic and printed documents are available after December 8, 2025, by contacting Thomas Santia at Printscape by phone at 412-788-0640 ext. 115 or by email at vista@printscape.com. Bidders are required to register with Printscape and pay associated costs to obtain bidding documents and receive notifications. The cost of registration and documents is non-refundable.
B. Questions regarding the documents shall be directed in writing to Mike Lechleitner at mike@floridaconsultingllc.com.
1. Deadline for questions is December 23, 2025, at 1:00 p.m.
1.7 TIME OF COMPLETION
A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time.
1. Anticipated Start Date: June 6, 2026.
2. Completion Date: August 14, 2026.
1.8 PRECONSTRUCTION MEETING
A. Preconstruction Meeting: A preconstruction meeting for the awarded contractor will be held at the District Administration Building and will be scheduled after award of contract. Attendance by the awarded contractor's project superintendent and project foreman is mandatory.
1.9 BIDDER'S QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
B. The apparent low Bidder will be required to provide a completed AIA Document A305 Contractor's Qualification Statement prior to Contract award.
