Sealed Proposals will be received by The Borough of Sewickley at the Borough Building, 601 Thorn Street, Sewickley, PA 15143 until 10:30 a.m. prevailing time on March 26, 2026, for the following projects:
2026 SEWICKLEY ROAD PROGRAM
BASE BID
Includes Pavement, Utility Updates, and Curb maintenance of Borough Streets, including but not limited to the following: 3.5" Profile Milling, Soft Spot Repair, Placement of 2" of 19mm Superpave Binder Course, Placement of 1.5" of 9.5mm Fine Graded Superpave Wearing Course, Removal and Replacement of 24" Deepset Concrete curb, Removal and Replacement of Bituminous Wedge curb, Installation of ADA Surface Mounted DWS, Replacement of ADA Curb Ramp, Removal and Replacement of Pittsburgh Style Inlets with Type-M Inlet, Installation of Type-M Inlet, Installation of Storm Sewer Pipe, Installation of Underdrain, Line Striping, Traffic Control, Resident Notification, and Restoration, complete in place.
ADD ALTERNATE NO. 1 - FERRY STREET
Includes Pavement, Utility Updates, and Curb maintenance of Ferry Street, including but not limited to the following: 3.5" Profile Milling, Soft Spot Repair, Placement of 2" of 19mm Superpave Binder Course, Placement of 1.5" of 9.5mm Fine Graded Superpave Wearing Course, Removal and Replacement of 24" Deepset Concrete curb, Replacement of ADA Curb Ramp, Installation of Type-M Inlet, Installation of Storm Sewer Pipe, Installation of Underdrain, Line Striping, Traffic Control, Resident Notification, and Restoration, complete in place.
All bidders must be PennDOT pre-qualified as a prime contractor and meet the work classification codes of E, F, F1, F2, and F3. All bids submitted must have the contractor's valid pre-qualification certification attached to the outside of the bid or it will be rejected.
Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words 2026 SEWICKLEY ROAD PROGRAM.
Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the office of The Gateway Engineers, Inc., 100 McMorris Road, Pittsburgh, PA 15205 where sets of said documents may be obtained upon payment of fifty ($ 50.00) dollarsper project, per set.An additional charge of ten ($10.00) dollars will be required to mail Contract Documents to prospective bidders. No refund will be made for the return of any documents. Electronic copies of the Contract Documents will be made available to Bidders at no charge by contacting jsargent@gatewayengineers.com. Pennsylvania Prevailing Wage rates are required to be paid on these Projects. All Proposals must be in the hands of Ms. Donna Kaib, Borough Manager, at The Borough of Sewickley, 601 Thorn Street, Sewickley, PA 15143, on or before March 26, 2026, at 10:30 a.m. prevailing time and the same will be opened and read publicly immediately thereafter. Proposals must be submitted on the forms provided by The Borough of Sewickley. Proposals must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of The Borough of Sewickley in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract. The Proposals must be made to The Borough of Sewickley, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee. Bidders are advised that the Borough will award the contract to the lowest qualified, responsible, and responsive Bidder based on the total Base Bid submitted. However, the Bidder is advised that the Borough expressly reserves the right to reject all Bids, and specifically reserves the right to award to the lowest qualified, responsible and responsive Bidder for the type of work being considered a contract for all or any portions of the work listed in the Proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.
