Sealed proposals will be re- ceived by the Township of Scott of Allegheny County, Pennsylvania at the Township office located at Administra- tive Offices - 2nd Floor, 301 Lindsay Road, Carnegie, Penn- sylvania 15106 until 5:00 PM prevailing time on November 12, 2019 for:

SCRUBGRASS RUN SANITARY SEWER LINING
The scope of work includes the complete manhole to manhole lining of approxi- mately 450 linear feet of ex- isting sanitary sewer by CIPP methods, and all necessary appurtenances and restora- tion for said construction.

2019 SOURCE FLOW REDUCTION AND
SANITARY SEWER IMPROVEMENTS
The scope of work includes the installation of approxi- mately 1,100 linear feet of 8-inch parallel replacement sanitary sewer and appur- tenances such as manholes, wyes, sight tees and re- connection of building service laterals; disinfection and con- version to storm sewer; com- plete manhole to manhole in- place CIP lining of approxi- mately 4,200 linear feet of sanitary sewer (8-inch through 24-inch), and all necessary appurtenances and restora- tion for said construction.
All work shall be constructed according to the Contract Drawings and Specifications which are on file at the office of the Owner and Lennon, Smith, Souleret Engineering, Inc., 846 Fourth Avenue, Cora- opolis, Pennsylvania 15108- 1522. Bids will be publicly opened and read aloud at the November 12, 2019 Regular Meeting of the Board of Commissioners at approxi- mately 7:30 PM.
Bid Documents are being distributed by F. L. Haus Com- pany, 921 Ridge Avenue, Pitts- burgh, PA 15212. All bidders are required to buy the full set of drawings and specifications for a non-refundable deposit of $100.00 for each Contract from F. L. Haus Company at www.flhausplanroom.com. Any technical questions regarding the bid documents are to be directed to Lennon, Smith, Souleret Engineering, Inc. (412-264- 4400, Ext. 212).
Contract No. 19-S3 is being funded in part by a grant from the Allegheny County Sanitary Authority (ALCOSAN). Bidder must agree to comply with all requirements associated with ALCOSAN funding.
Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Township. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Township of Scott to guar- antee the bidder's entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or can- not comply with any require- ments as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinan- ces.
The Township reserves the right to reject any or all pro- posals and to waive any in- formalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
Attention is directed to the fact that procurement is sub- ject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; and for Contract val- ue exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.
The Township shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid open- ing; provided, however, that the Township may, in its sole discretion, delay such award or rejection for up to one hun- dred twenty (120) days from the bid opening date until the Township has received all required approvals from other governmental agencies.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
